Restrictions Imposed by Another Regulatory Body What's this?
Details:
On June 9, 2016, the Investigation Committee of the College of Registered Nurses of Manitoba, imposed the following conditions on the member:
- The member will not practice in an environment where he is the sole registered nurse on duty in that area at any time, including but not restricted to, home care & personal care homes;
- The member is required to have at least one other registered nurse practicing in the same unit, ward or area during the entire duration of the member’s shift. The registered nurse is not required to be directly present when the member is providing registered nursing care but must be available for consultation by the member;
- The member is required to complete remedial course work in critical thinking, application of the nursing process and documentation;
- Following successful completion of the remedial work the member is to submit a performance appraisal after 12 (8 hour) shifts of registered nursing practice; and
- The Investigation Committee will review the matter in its entirety when the member has complied with these conditions for further review and decision.

Finding Details:
The member was found to have committed professional misconduct in that he:
- contravened the standards of practice of the profession, failed to keep records as required and engaged in dishonourable and unprofessional conduct by failing to verify and failing to document that the physician’s order for a client was incomplete, failing to verify and failing to document the physician’s verbal order for the client and that he verified the physician’s order for the client and failing to document the client’s response to a catheter procedure;
- contravened the standards of practice of the profession and engaged in dishonourable and unprofessional conduct by failing to properly insert a catheter into the client, appropriately assess whether the continuation of the catheter procedure met the client’s needs, failing to establish and maintain therapeutic communication with the client and their family with respect to the catheter procedure and administering the incorrect amount of hydromorphone to another client;
- contravened a term, condition or limitation on his certificate of registration and engaged in dishonourable and unprofessional conduct by failing to provide the College with details of a proceeding for professional misconduct, incompetency or incapacity, and in particular, the investigation undertaken by the College of Registered Nurses of Manitoba into his practice and conduct as a registered nurse; and
- engaged in dishonourable and unprofessional conduct by failing to provide his employer with details of the investigation and conditions on his registration with the College of Registered Nurses of Manitoba.

The Discipline Committee ordered that the member’s certificate of registration be suspended for five months; required the member to appear before the panel to be reprimanded; and imposed the following terms, conditions and limitations on the member’s certificate of registration:
- Must successfully complete specified remedial activities
- Must inform employer(s) of results of discipline hearing
- Must inform College of all nursing employer(s) for a period of time
- Employer(s) to provide specified reports to College for a period of time
